It shall be unlawful for any person, firm or corporation to scavenge, sort, reclaim, remove or carry away any refuse, garbage, rubbish, ashes, junk or other objects, materials or substances heretofore or hereafter dropped, unloaded or deposited at or on the city dump, except by the written consent of the City Council, or under contract with the city, approved by the Council.
