There is hereby established a tax for library purposes, not to exceed .15% of the value of all the taxable property in the city, as equalized or assessed by the Department of Local Government Affairs, in accordance with the Illinois Local Library Act, ILCS Ch. 75, Act 5, § 3-1, as amended by Public Act 76-2586, effective July 14, 1970.
