§ 32.104 DUTIES AND RESPONSIBILITIES.
   (A)   The Board shall appoint all officers and members of the Fire and Police Departments of the municipality, except the Chief of the Police Department and except the Chief of the Fire Department, both of whom shall be appointed by the Mayor with the consent of City Council.
   (B)   The Board shall make rules to carry out its purposes and for appointments and removals.
   (C)   The Board, from time to time, may make changes in its rules.
      (1)   All rules and changes therein shall be printed immediately for distribution.
      (2)   The Board shall give notice of the places where the printed rules may be obtained and of the date, not less than 10 days subsequent to the time of publication, when the rules or changes therein shall go into operation. The notice shall be published in one or more newspapers in the municipality.
   (D)   The Board shall make annual reports to the corporate authorities and shall submit its budget requests annually.
