(A) The Mayor, with the consent of the City Council, shall appoint the first members of the Board as follows:
(1) One member shall be appointed to serve until the end of the current fiscal year, which ends April 20, 2002;
(2) The second member shall be appointed to serve until the end of the municipal year next ensuing (April 30, 2003); and
(3) The third member shall be appointed to serve until the end of the municipal year second next ensuring (April 30, 2004).
(B) Vacancies on the Board shall be filled in the same manner as the original appointment.
(C) The Board members shall elect a chairperson to serve during the municipal fiscal year.
(D) The Board members shall employ a secretary or designate one of its own members to act as secretary during the municipal fiscal year.
(E) A majority of the Board constitutes a quorum for the conduct of business.
