(A) Terms. Of the seven members, three shall serve for a period of three years, two for a period of two years and two for a period of one year. There- after, such members shall serve for a period of three years.
(B) Vacancies. Vacancies shall be filled by appointments for unexpired terms only.
(C) Compensation. All members off the Commission shall serve without compensation, except that, if the Council deems it advisable, they may receive such compensation as may be fixed from time to time by said Council and provided for in the annual budget.
