If, in the future, any other political subdivision within Pima County wishes to enter the joint Tucson-Pima County emergency services effort, it may do so by petition of its governing body to the Pima County board of supervisors and to the mayor and council of the city of Tucson; the approval of both bodies being necessary for acceptance. Upon such approval, the newly admitted political subdivision shall share in the costs of the emergency services program in terms of a per capita share based on its total population relative to that of the city of Tucson. This sum will be prorated from the time of acceptance until the end of the fiscal year.
