A. Any five voting members of the commission constitutes a quorum. The chairperson may delegate to the vice-chairperson or any members of the commission the authority to call a meeting of the commission.
B. Regular commission meetings will be held at the call of the chairperson or, in his absence, by the vice-chairperson.
C. The director of emergency services, with approval of the chairperson, shall prepare an agenda before each meeting listing all known items of business expected to be transacted. If possible, the agenda shall be prepared and mailed to each member of the commission five days before the meeting date.
D. At the first regularly scheduled monthly meeting, or as soon thereafter as possible, the commission shall adopt by-laws and regulations governing the conduct of the commission's operations and business. Said by-laws and regulations shall be effective as soon as approved by the Pima County board of supervisors and the mayor and council of the city of Tucson.
E. Meetings of the commission shall be conducted pursuant to the Arizona Open Meeting Law, A.R.S. § 38-431, et seq., and any applicable federal statutes and regulations.
F. A special meeting of the commission may be called at any time by the chairperson of the Pima County board of supervisors, the mayor of the city of Tucson, or by the appropriate officials of any other future participating political subdivision.
G. The chairperson shall conduct commission meetings according to Robert's Rules of Order, except as modified by written by-laws of this Chapter.
