There is created a joint municipal and county agency, to be called "The Tucson-Pima County Emergency Service Commission." The voting members of the commission consist of ten persons originally selected in the following manner: the chairperson of the Pima County board of supervisors submits a list of ten names and the mayor submits a list of ten names. Ten persons are selected from among the twenty names submitted. Each of the supervisors of Pima County has one and four-tenths votes; however, the total number of supervisor votes remains at seven in the event the number of supervisors is changed. The mayor has one vote. However, the total number of votes for the mayor and council remains at seven votes in the event the number of councilmen is changed.
