§ 113.03  RESTRICTIONS.
   The Board shall not issue a license to any who:
   (A)   Has been convicted of unlawfully selling intoxicating liquors or narcotic drugs;
   (B)   Is not a resident of North Carolina;
   (C)   Is of immoral character; or
   (D)   Is an habitual user of alcoholic beverages or narcotic drugs.
