The provisions of this chapter with respect to the original issuance of license shall not apply to those engaged in the businesses, trades, professions, occupations or callings enumerated above who have been so engaged in the county for a period of three years or more prior to the adoption of this chapter; provided, however, that the provisions of this chapter shall apply to all such businesses, trades, professions, occupations or callings shall be properly licensed as provided herein within 20 days of the effective date of this chapter.
