That the village of Pikeville in the county of Wayne be and the same is hereby incorporated by the name and style of “The Town of Pikeville,” and shall have and be enttiled to all the rights and privileges, and be subject to the restrictions and liabilities as are now provided by law for incorporated towns in this state.
