When, in the judgement of the Police Department, it is determined that any animal should be destroyed for humane reasons or to protect the public from danger to persons or property, such animal may be destroyed without regard to any time limitations otherwise established herein and shall not be held personally liable as result of any act required in the discharge of such duties.
