The person actually operating or in control of the operation of the vehicle at the time that such vehicle is parked shall, with the duty of complying with the provisions of this subchapter, provided that proof of ownership of any vehicle found parked in violation of this chapter shall be prima facie evidence that the owner parked the vehicle.
