§ 32.181 MEMBERSHIP.
   (A)   The Commission shall consist of five (5) members appointed by the Mayor with the approval of the City of Pikeville Commission for terms of four (4) years, except that of the members first appointed, three (3) shall be appointed for one (1) year terms, two (2) for two (2) year terms. The members shall consist of one (1) real estate agent or appraiser, one (1) representative of local lending institutions who is knowledgeable with financing or residential property, and three (3) representatives from the City of Pikeville.
   (B)   Vacancy shall be filled by the Mayor for the unexpired portion of the term.
   (C)   Each member shall be at least twenty-one (21) years of age and shall be a resident of the City of Pikeville. No officer and employee of the City of Pikeville whose duties include enforcement of housing, building, plumbing, fire or related codes shall be appointed to the Commission.
   (D)   A member of the Commission shall be removed by the City of Pikeville Commission for cause, after a hearing, and after at least ten (10) days’ notice in writing has been given to the member by the Mayor. Such notice shall set forth the charges preferred against the person. At the hearing the member may be represented by counsel.
   (E)   A member of the Vacant Property Review Commission shall be immediately removed from that Commission by vote of the Commission for the City of Pikeville, without notice, if the member has missed three (3) consecutive regular meetings of the Vacant Property Review Commission without sufficient excuse accepted by the majority of the Vacant Property Review Commission.
   (F)   The Mayor shall designate one (1) of the members of the Commission to be the Chairman and one (1) to be the Vice Chairman. The Commission shall submit an annual report of its activities to the City Commission.
   (G)   Members shall serve without compensation but shall be reimbursed for expenses necessarily incurred in the performance of their duty.
