§ 116.04 APPEALS.
   This action of the Finance Director/City Clerk/Tax Administrator in issuing or refusing to issue, or of the City Manager in approving or refusing to approve any permit or application, shall be final, provided, however, that any person aggrieved thereby may appeal to the Board of Commissioners at any time within ten (10) days after such action is taken, by filing with the Mayor a certificate from the Finance Director/City Clerk/Tax Administrator showing the date and nature of the action appealed from and the grounds of or reason for the appeal. The matter shall then be head b the Board of Commissioners at such time and place as may be fixed by the Board of Commissioners, which hearing shall be open to the public and at least three (3) days notice of the time and place shall be given to the party appealing. The Board of Commissioners shall then either approve the action appealed from or direct such other action as the Board of Commissioners deems proper, and the action of the Board of Commissioners shall be final.
