No person shall unload any heavy material in the streets of the city by throwing or letting the material fall upon the pavement of any street, alley, sidewalk, or other public way, without first placing some sufficient protection over the pavement.

No person shall maliciously, unreasonably, or unnecessarily obstruct any street, alley, sidewalk, or other public way within the city with a motor vehicle or some other obstruction.

(A) For the purpose of this section
MERCHANDISE
shall include any article or articles of any nature or character offered for sale to the public.
(B) It shall be unlawful for any person, firm, corporation, association, or organization to use the streets, alleys, sidewalks, or other public ways within the city for the purpose of selling, displaying, or offering for sale any merchandise.
(C) The following items shall be exempt from the operation or application of this section:
(1) Newspapers of general circulation in this territory;
(2) Pastries, candy, or confections offered for sale by religious, charitable, or social nonprofit organizations or associations not more than one (1) day in any calendar month by the same organization or association.

It shall be the duty of the owner or of the occupant of each and every parcel of real estate in the city abutting upon any sidewalk to keep the sidewalk abutting his premises free and clear of snow and ice to the extent feasible under the prevailing weather conditions, and to remove therefrom all snow and ice, to the extent feasible under the prevailing weather conditions, accumulated thereon within a reasonable times which will ordinarily not exceed twelve (12) hours after the abatement of any storm during which the snow and ice may have accumulated.
