The Building Inspector or City Codes and Zoning Enforcement Officer shall issue no permits for construction disrupting the streets, traffic patterns, or parking in areas zoned for commercial development, if such construction would be conducted during the period from November 20 through January 1. In the alternative, the Building Inspector or City Codes and Zoning Enforcement Officer may issue permits which specify that all construction shall cease during this period. Notwithstanding the issuance of a permit, no individual, corporation, firm, or association shall disrupt the streets during this period of time.
