§ 95.10 SIDEWALK REPAIRS AND NEW CONSTRUCTION PLAN.
   It shall be the duty of the Deputy City Manager of Operations or the Building Inspector/Codes Officer, or other authorized city official as appointed by the City Manager, to inventory and inspect all city sidewalks and to prioritize which sidewalks are in need of repairs or replacement at least two times each year: at least once between January 1 and June 30 and at least once between July 1 and December 31. The appointed city official may, with the City Manager's approval, arrange for this work to be done by another city employee or by a third party on a contract basis. If a third party is used, the appointed city official or other city employee shall check a representative sample of the sections recommended for repair or replacement. Based on the most recent inspections, a list of needed repairs and replacements shall be submitted to the City Manager for consideration on or before May 1 of each year, so that priority repairs may be considered for the upcoming annual budget. The Commission, during the budgetary process, shall consider the annual sidewalk inventory and inspection and set a budget for sidewalk repairs and replacements. Upon budget approval by the Commission, the City Manager, based upon the approved budget and the priority list for sidewalk repairs and replacement, shall advertise a bid or solicit a quote based on specifications to be a minimum of sixty (60) inches in width when replacing or constructing new sidewalk, whenever feasible along with all other specifications necessary to meet safety standards. If the total amount of work exceeds the states procurement limit of $30,000 on an annual basis, the City Manager shall advertise for proposals to do all the work which may be ordered by the city in new construction, replacement, and/or repair of said sidewalks, and shall present the bid to the City Commission for approval. The award shall be good for a period not exceeding one (1) year, with the lowest responsible bidder, who shall furnish good and sufficient sureties for the faithful performance of the work.
