Unless otherwise specifically stated herein, the provisions of this chapter and the standards of conduct established herein shall apply to all officers or employees of the city. Officers and employees shall include all elected and appointed officials, officers and employees of the city, including elected officers, non-elected officers and persons appointed to serve on boards, agencies, commissions, authorities, or any other entity created by the city.
EMPLOYEES
includes not only those persons employed by the city, but also employees of boards, agencies, commissions, authorities, or any other entity created by the city.
CITY
as used herein shall include its boards, agencies, commissions, departments, authorities or any other entity created by the city. With regard to joint agencies, boards, commissions, departments or authorities created jointly by the city and the county or other governmental agency, the joint agency shall adopt a code of ethics either as adopted by the city or the other co-creating agency if its code is different than the code adopted by the city.
