(A) The budget shall be adopted by the favorable votes of at least a majority of all the members of the Board of Commissioners.
(B) The budget shall be finally adopted not later than the fourth day prior to the beginning of the fiscal year. Should the Board take no final action on or prior to that day, no expenditure may be may for any purpose except salaries until the budget has been finally adopted by the Board.
