The authority or the town may inspect the monitoring facilities of any discharger to determine compliance with the requirements of this subchapter. The discharger shall allow the authority or its representatives, upon presentation of credentials of identification, to enter upon the premises of the discharger at all reasonable hours, for the purposes of inspection, sampling or records examination. The authority and the town shall each have the right to set up on the discharger’s property such devices as are necessary to conduct sampling, inspection, compliance monitoring and/or metering operations. Also, the discharger must make all monitoring records available to the POTW for the purposes of copying, when needed.
