§ 52.15 PURPOSE AND POLICY.
   (A)   This subchapter sets forth uniform requirements for dischargers into the town, publicly-owned treatment works (POTW), the authority treatment systems and enables the “authority” to protect public health in conformity with all applicable local, state and federal laws relating thereto.
   (B)   The objectives of this subchapter are:
      (1)   To prevent the introduction of pollutants into the authority wastewater system which will interfere with the normal operation of the system or contaminate the resulting municipal sludge;
      (2)   To prevent the introduction of pollutants into the authority wastewater system which do not receive adequate treatment in the POTW, and which will pass through the system into receiving waters or the atmosphere or otherwise be incompatible with the system; and
      (3)   To improve the opportunity to recycle and reclaim wastewater and sludge from the system.
This subchapter provides for the regulation of discharges into the authority wastewater system through the enforcement of administrative regulations. This subchapter does not provide for the recovery of operation, maintenance or replacement costs of the POTW or the costs associated with the construction of collection and treatment systems used by industrial dischargers, in proportion to their use of the POTW, which are the subject of separate enactments.
