For the purpose of billing and collecting charges for such services, users shall be billed on the first day of the month, following the month or portion of the month for which such services were rendered, and the billing shall be considered due on the first day of the month on which it is billed. For purposes of billing and charges, solid waste disposal service for a portion of a month shall be considered service for the entire month.
