Owners of multi-dwelling residences, notwithstanding the foregoing provisions of this subchapter, shall furnish an enclosed container for said multi-dwelling residences of sufficient size as to allow sufficient space for the deposit of garbage and trash by the tenants thereof, and to be of such durability and with such cover or seal so that trash, garbage, plastic garbage bags and other of its contents, cannot be removed therefrom by animals or blown about by the wind, the weather or other natural forces. This section shall not remove from the occupant of a building the responsibility to provide a receptacle in the event that the owner of such a premises shall fail to provide such a receptacle as required herein.
