Any mass or accumulation of garbage, refuse and natural debris other than natural debris deposited by the wind and natural forces on any property within the town is hereby declared to be a nuisance, and the owner or occupant of the property upon which such nuisance is found shall be ordered by the Town Marshal to abate the same, not later than a date to be stated in a written notice ordering such abatement, and in no cases less than five days, and upon failure of such person to abate said nuisance, the Town Marshal may enter upon said premises and abate the same, the costs of which shall be assessed to the owner of said property, and if not paid within 30 days after notification thereof, the town may impose a lien upon such property for such expense and shall place the same upon the tax duplicate in the office of the County Treasurer for collection as provided by law.
