§ 34.02 DECLARATION; WRITTEN PROCLAMATION.
   (A)   The President of the Town Council is hereby empowered and authorized to declare a civil emergency within the town when in his or her judgment a civil emergency as defined herein exists. The declaration of a civil emergency shall be in the form of a written proclamation.
   (B)   If the President is absent from town, or otherwise unable to act, the Vice President is hereby authorized and empowered to act in the stead of the President, and in the absence or other inability to act by both the President and the Vice President, then the Town Marshal is hereby authorized and empowered to act in the stead of the President of the Town Council.
