Any person, persons, firm, partnership, corporation or any entity who allows the accumulation or existence of combustible material which constitutes or contributes to an open fire, may not refute liability for violation of this subchapter on the basis that said fire was set by vandals, or was accidental, or occurred by reason of an act of God.
