A golf cart may be operated on the streets, roadways and alleys of the town which have a posted speed limit of 30 mph or less, or at and through intersections of such streets, roadways and alleys. A golf cart may not, in any circumstances, be operated on sidewalks or along national or state highways located within the town; provided, however, that a golf cart may be operated through intersections with national or state highways located within the town.
