An emergency is existing in that immediate enactment of this subchapter is required to maintain compliance with the regulations and requirements of the state’s Department of Environmental Management, and the public health and safety of the town, by reason of which an emergency is declared, and this subchapter shall be in full force and effect upon its adoption and posting as required and provided by I.C. 36-5-2-10.
