Any license issued under this chapter may be revoked at any time, if the licensee violates any of the provisions of this chapter or is found guilty of any fraud, misrepresentation or unlawful act in connection with his or her business or the business or organization he or she purports to represent, or if he or she is found to be in violation of an ordinance of the City or a law of the State. Upon revocation of any license issued pursuant to this chapter, the licensee shall be afforded notice and a hearing within 24 hours of the revocation before the City Manager, or his or her designee. The licensee shall have the right to appear by himself or herself or with counsel. The decision of the City Manager, or his or her designee, shall be final.
