852.03 LICENSE APPLICATION AND REQUIREMENTS; FEES.
   (a)   Persons or organizations who or which wish to conduct activity as defined in this chapter shall personally appear before the City Manager, or the Manager’s designee, to register by filing an application on the prescribed form. The applicant shall:
      (1)   Sign his or her full legal name and provide his or her present permanent address;
      (2)   Provide the name and entity for which the person or organization intends to sell, offer for sale or solicit contributions;
      (3)   Provide evidence of personal identification in the form of any of the following:
         A.   A valid driver's license;
         B.   A certified copy of a birth certificate;
         C.   A valid United States passport; or
         D.   Any other personal identification acceptable to the Police Department; and
         E.   A completed background check completed by any law enforcement authority;
      (4)   Provide to the City evidence of organizational identification in the form of any of the following:
         A.   A vendor's license;
         B.   An I.R.S. identification number;
         C.   A corporation identification number;
         D.   A State Charter number; or
         E.   Any other identification acceptable to the Police Department.
      (5)   Provide a reasonable length of time for which the license is needed and, in no circumstances, shall the length of time exceed one year.
   (b)   An alternative to the above requirements of this section is available to juvenile members of nonprofit organizations. For such individuals, an adult recognized by the organization as its leader or sponsor may provide a list of the information required by paragraphs (a)(1) and (2) hereof concerning the juveniles who will be conducting activities defined in this chapter.
   (c)   The City may also require additional information, including:
      (1)   A recent photograph of the applicant, at least two inches by three inches;
      (2)   The applicant's Social Security number; and
      (3)   The names of other municipalities in which the applicant has recently conducted activities for which a license was required.
   (d)   If the City determines that the applicant has submitted all of the information above and that the applicant is acting in a lawful manner and is not engaging in conduct that constitutes a clear and present danger to the residents of Pickerington, the City Manager, or the Manager’s designee, shall issue the permit to the applicant within one business day from the time of the completion of the registration described in this chapter.
   (e)   If the applicant does not provide a criminal background check from any law enforcement authority as required above, the applicant may have City conduct a background investigation at the expense of the applicant. Following the background investigation, if the City determines that the applicant is acting in a lawful manner and is not engaging in conduct that constitutes a clear and present danger to the residents of Pickerington, the Code Enforcement Officer for the City, or his or her designee, shall issue the permit to the applicant within four business days from the time of the completion of the registration described in this chapter.
   (f)   For a license to be issued under the provisions of this chapter, the applicant shall pay the City a fee as set forth in the General Fee Schedule.
   In the case of a religious, educational, civil or charitable enterprise, as per Section 852.04, the fee shall be waived.
