§ 153.10 TREE AND STUMP REMOVAL.
   (A)   Dead or hazard tree removal. The municipality shall have the right to cause the removal of any dead or hazard trees or shrubs within the municipal limits when such vegetation constitutes a hazard to life and property or harbors insects/diseases which are a potential threat to other trees within the village. The Village Tree Board shall notify in writing the owners of such trees. Removal shall be done by said owners at their own expense and shall be accomplished within the time limits set by the Village Tree Board. If any owner fails to comply with the removal notice, the municipality shall cause the trees to be removed, and the expense thereof shall be charged to the owner and become a lien upon the real estate concerned.

   (B)   Removal of stumps. All stumps of street and park trees shall be removed below the surface of the ground.
