§ 51.11 DISPOSAL OF CONSTRUCTION WASTE.
   All accumulation of waste occasioned by the construction, alteration, remodeling, rebuilding and repairing of buildings or structures shall be removed and disposed of by the owner or contractor at no expense to the village, and such waste shall not be considered as garbage, rubbish or refuse.
