The Fire Department shall have as its objectives to:
(a) Prevent uncontrolled fires from starting;
(b) Prevent the loss of life and property in case of a fire;
(c) Confine a fire to the place of origin;
(d) Extinguish uncontrolled fires;
(e) Prevent loss of life from asphyxiation or drowning; and
(f) Perform such rescue work as its equipment and/or the its personnel makes practicable.
