There is hereby established a Volunteer Fire Department to be supported and equipped from appropriations by Council. All apparatus, equipment and supplies shall be purchased by or through the city and shall be and remain the property of the municipality. The Fire Department shall be a volunteer fire department, with authority to adopt bylaws and regulations for the organization governing the operation, subject to this article and approval of Council.
