§ 1717.06 PERMIT REQUIRED.
   (a)   No person shall park a trailer for human occupancy in the city limits without first securing a permit. Such permits shall be obtained only upon application filed with the City Clerk, therefore, no permits will be granted for placing of a trailer on a lot which is presently occupied by a residence or another mobile home, except that permits can be granted upon the showing by the applicant of some demonstrable hardship, other than financial, wherein such trailer house is necessary for the care and treatment of close relations who, due to either injury, poor health, or sickness, are unable to properly care for themselves.
   (b)   All applications for permits shall be subject to the same manner as applications for building permits. The fee for such applications shall be the same as for any application for a building permit. Such hardship permits will only be issued for a six month duration. The hardship permits may be renewed only upon a reapplication thereof by the holder.
