Pursuant to the provisions of W.Va. Code § 30-29-8, as amended, that on and after the effective date of this section, all law enforcement officers shall, before attendance at a law enforcement officers training academy, be required to enter into a written agreement with the city, which agreement shall require and specify if such employee should voluntarily discontinue employment with the city within two years immediately following completion of such training curriculum, such employee shall be obligated to pay to the city the pro rata portion of the sum of such compensation which is equal to that part of such years which the employee has chosen not to remain in the employ of the city.
