(a) Minor repairs and routine maintenance of property where nonconforming situations exist are permitted and encouraged.
(b) Should any nonconforming structure or nonconforming portion of any structure be destroyed by any means to an extent of more than 50% of its replacement cost at the time of destruction, it shall not be reconstructed except in conformance with provisions of this ordinance.
