(a) The owner of a manufactured home shall also be the owner of the property that the home is placed on.
(b) Manufactured homes shall be installed pursuant to the manufacturer’s installation instructions and in compliance with rules and regulations of the West Virginia Manufactured Housing Construction and Safety Board established by W.Va. Code § 21-9 and regulations provided thereunder. The perimeter fascia enclosure shall be constructed of compatible masonry, vinyl, metal or similar materials that encloses the perimeter of the home.
(c) All tow bars, wheels and axles shall be removed or skirted according to subsection (b) above.
