§ 139.05 DUTIES OF CHIEF OF POLICE.
   The Chief of Police shall have the following duties.
   (a)   The Chief of Police shall keep such records and make such reports concerning Department activities as may be required by state statute or by Council. The Chief shall be responsible for the performance of the Police Department, and all Department members shall serve subject to orders of the Chief.
   (b)   All police vehicles are the responsibility of the Chief, who must see that a Department car is available for each shift.
   (c)   The Chief of Police has the responsibility for the preservation of the public peace and enforcement of all city ordinances. It is therefore imperative that he or she be throughly familiar with all such ordinances.
   (d)   The Chief of Police shall have full power and authority to enforce these rules and regulations and to file charges against any member or members with Council for nonconformance to these rules.
   (e)   The Chief of Police shall have custody and control of all books, records, machines, tools, apparatus or equipment necessary for the use of the Department.
   (f)   The Chief of Police shall serve for a two-year term, and may be removed in the manner provided for the removal of other city officials. In the event of a vacancy within a term, an interim Chief will be appointed by the City Manager. Upon expiration of his or her term, the interim officer shall resume his or her former status and rank.
