(a) The City Manager shall have and exercise all powers and duties assigned to him or her by statute and such other authority as may be granted by Council. He or she shall be charged with the enforcement of all laws and ordinances within the municipality insofar as their enforcement is within the powers of the city.
(b) The City Manager shall attend all meetings of Council, shall keep the Council informed as to the affairs of the city, and shall recommend to Council such actions as may be necessary or expedient for the welfare of the city.
(c) The Assistant City Manager shall perform all administrative duties for Council and for the municipality which are not expressly assigned by the Charter or the codified ordinances to another corporate officer. He or she shall also have custody of, and be responsible for maintaining all corporate bonds, records and papers in such fireproof vault or safe as the municipality shall provide.
