There is hereby imposed, levied and assessed upon each municipal service user:
(a) A municipal service charge of $9.50 per month, or a fraction thereof, or another amount set by Council from time to time, upon each domestic user within the corporate boundary of the city for each electric meter;
(b) A municipal service charge of $15 per month, or a fraction thereof, or another amount set by Council from time to time, upon each commercial user within the corporate boundary of the city for each electric meter; and
(c) A municipal service charge of $30 per month, or a fraction thereof, or another amount set by Council from time to time, upon each institutional user who resides within the corporate boundary of the city for each electric meter except the Board of Education of the county, and the fee shall there be charged on each school.
