(a) “Municipal service user” means any person, association, corporation, partnership, joint venture, trust, institution or other group who receives municipal services through and provided by, the city.
(b) “Domestic user” means a single person or family unit receiving municipal services and who resides in a residence dwelling house, apartment, mobile home or trailer, and all warehouses. A family unit shall be considered as one municipal service unit.
(c) “Commercial user” means a person, association, corporation, partnership, joint venture, trust or other group engaged in a business or profession, which receives municipal services. In a building occupied by two or more commercial or professional tenants, each tenant shall be considered a municipal service user.
(d) “Institution” means Alderson Broaddus College, Broaddus Hospital, the Barbour County Court, the Board of Education of Barbour County, Barbour County Bank, First National Bank in Philippi and manufacturers.
