All private clubs, as defined in W.Va. Code § 60-7-2, the premises of which are situated within the corporate limits of the city and which are operated for a profit incurring to the benefit of their owners, shall pay to the city an annual license fee for a license issued under the provisions of W.Va. Code Article 60-7, as follows:
(a) The annual license fee for a license issued to a fraternal or veterans’ organization or a nonprofit social club shall be $375, or another amount set by Council from time to time.
(b) The annual license fee for a license issued to a private club other than a private club of the type specified in subsection (a) above shall be $500 if such private club has less than 1,000 members and $1,250, or another amount set by Council from time to time, if such club has 1,000 or more members.
(c) The fee for any such license issued following January 1, of any year and to expire on June 30, of such year shall be one-half of the annual license fee prescribed by subsections (a) and (b) above.
