Council shall revoke the license granted to any licensee under this article subject to an appeal of any licensee to a court of competent jurisdiction, whenever such licensee has his, her or its license revoked by the state’s Nonintoxicating Beer Commissioner pursuant to the provisions of W.Va. Code Article 11-16.
