If any person shall violate any of the provisions of this article, he or she shall be guilty of a misdemeanor, and upon conviction shall be fined not more than $100, or another amount as set by Council from time to time, and upon failure to pay his or her fine, may be placed in jail, at the discretion of the Police Judge, for a period not exceeding ten days.
