(a) City Manager. The City Manager shall attend all meetings of Council, unless excused by Council.
(b) City Clerk; duties.
(1) The City Clerk shall attend all meetings of Council, unless excused, and shall keep minutes of the meetings and perform such other and further duties in the meeting as may be ordered by Council.
(2) The City Clerk shall also notify each member of Council by letter, at least 30 days in advance, of any appointment required to be made to City Council or any commission or agency where such appointment is the responsibility of Council.
(c) City Attorney; duties. The City Attorney shall attend all meetings of Council unless excused by Council. The City Manager or any member of Council may at any time call upon the City Attorney for an oral or written opinion to decide any question of law or to advise the chair upon any parliamentary rule.
(d) Officers and heads of departments. The head of any department or any officer of the city, when requested by the City Manager or Council, shall attend any regular, adjourned or special meeting of Council.
