§ 115.06 PRESIDING OFFICER; DUTIES.
   (a)   Presiding officer: calling of roll. The Mayor or, in his or her absence, the City Clerk shall take the chair at the hour appointed for Council to meet, and shall immediately call the members to order. The roll shall then be called by the City Clerk, who shall enter in the minutes of the meeting the names of the members present.
   (b)   Temporary presiding officer. In case of the absence of the proper presiding officer, the City Clerk shall call Council to order and call the roll of the members. If a quorum is found to be present. Council shall proceed to elect, by a majority vote of Council, a Chairperson of the meeting to act until the proper presiding officer appears.
   (c)   Decorum and order.
      (1)   The presiding officer of Council shall preserve decorum and decide all questions of order, subject to appeal to Council.
      (2)   If a member transgresses the rules of Council, the presiding officer shall, or any member may, call him or her to order, in which case he or she shall be seated, unless permitted to explain.
