This article is enacted to prevent excessive sound that may jeopardize the health, welfare or safety of the citizens of the city or degrade the quality of life. It is neither the purpose nor intent of this article to unduly interfere with the freedoms of speech or religion. This article shall be known as the “City of Philippi’s Noise Ordinance”.
