The proper officers of the city are hereby authorized to enter into a contract for the leasing and installation of parking meters, such contract to be made subject to the condition and in the manner provided by law, the payment of such meter and the installation thereof to be provided for solely from the operation of the parking meters, without in any manner obligating the city to pay for same from any other source. The city has the authority to repair and install meters with its work force in lieu of the above described contract.
